23 to 18. No change has been made in the Indian establishment as the position is still obscure. Residential allowance has however been included in the place of free rations.
For the reasons stated in the opening paragraph a number of increases has been necessary in the Cantonese contingent. The post of Senior Sergeant Major is abolished but four Sergeant Majors, fourteen Lanco-Sorgcants and 199 Constables have been added. Recruits for the Cantonese and Northern Chinese contingent have been combined and an additional 150 have been provided for. The cleven additional Female Searchers are required for the additional stations in the New Territories. The establishment of the Detective Branch has been revised and there is an increase of 9 Sergeants, 12 Lance-Sorgeants, 2 Lance-Corporals and 31 Constables. This is partly offset by a reduction of 5 Corporals. In the Northern Chinese contingent one Senior Sergeant Major is replaced by a Sergeant Major and there are six additional Lanco-Sorgeants. The Emergency Unit fluctuates considerably and it was considered more satisfactory to make provision for it under a block vote
The Water Police shows only minor variations in the establishment. Pending a review of the establishment of this section of the Force provision has been made under Temporary Staff for crews for tho increased numbers of launches.
The post of Photographer is abolished and one Class II S.C. & A. Officer is at present seconded to the Public Works Department and is provided for under that departmental voto. Provision is made for an additional post of stenographer.
The Temporary Staff vote has been increased to provide for additional subordinate staff which is a necessary accompaniment of an expanded Force. increase under Personal Emoluments is $672,574.

Other Charges
$180,000 has been provided for special services in connection with the suppression of crime and an additional $100,000 for Clothing, $40,000 for Fuel, Light and Power, $36,000 for Subsistence and Travelling Expenses of Prisoners and Witnesses. The major decreases are $150,000 for Passages for Police Officers which is now provided for under Miscellaneous Services, $100,000 for Rents of Stations and Married Quarters consequent on the repair of regular Police Stations and $50,000 for Rations for the Indian Police. reduction under Other Charges is $54,820.
